MEPCO Name Change title card: Transfer a connection to your name

To change the name on a MEPCO connection, the new owner or the legal heirs apply on MEPCO's application form with ownership proof, the last paid bill with nothing pending, an attested CNIC copy and a power supply contract. The security deposit is then brought up to today's rate, and MEPCO has ten days to make the change once every requirement is met. This guide covers who must apply, the documents, the cost, heirs, tenants and how a name change differs from CNIC registration.

When is a change of name required?

NEPRA's Consumer Service Manual (CSM) requires a change of name in three cases: the premises are sold, the consumer dies, or a company changes ownership (clause 2.13.1).

MEPCO's own FAQ answers the buyer's version of the question: when the bills of a recently bought place still carry the previous owner's name, the same instructions apply as for a new connection. Those are set out in the MEPCO new connection application steps.

The registered name also matters for government relief. PITC's Cross Subsidy Program portal says your CNIC must match the registered consumer name and sends anyone with a mismatch to the nearest electricity office; see MEPCO bill subsidy registration.

Documents for a MEPCO name change

Attach four documents to the application form: ownership proof or the sale deed, a copy of the last paid bill with nothing pending, an attested copy of your CNIC and the power supply contract (clause 2.13.2).

  1. Proof of ownership of the premises, or the sale deed. Heirs apply on the basis of the succession certificate.
  2. A copy of the last paid bill, with no arrears, deferred amount or instalments pending.
  3. An attested copy of the applicant's CNIC.
  4. The power supply contract (Annexure II of the CSM), executed on Rs 50 non-judicial stamp paper.

A company also attaches its certificate of incorporation, a board resolution authorising a person to sign the application and the contract, a list of directors with their addresses and CNIC copies, and the court orders if the merger went through a court.

How to apply for a name change

A change of name is one of the MEPCO connection and meter services handled on the standard application form. Follow these steps in order:

  1. Settle the bill. Make sure the last bill is paid with no arrears, deferred amount or instalment pending, because a copy of it is a required document.
  2. Fill in the application form. The standard form in the CSM (Annexure I) has a Change of Name box and asks for the reference number of the existing connection.
  3. Submit the request. Use Request for Change of Attributes in the MEPCO SMART app, which covers the owner name, load or tariff of an existing connection, or go to a customer facilitation centre or your sub-division office. Keep the receipt with its registration number or case ID.
  4. Pay the security deposit notice. The deposit is updated to current rates, less the deposit already paid on the connection.
  5. Sign the power supply contract. It is executed on Rs 50 non-judicial stamp paper and records the demand notice you paid.
  6. Check the next bill. The CSM gives MEPCO ten days to complete the change after you meet every requirement (clause 2.13.3). Open the new bill through the online bill check with your reference number and confirm the name.
Solar connections. A net-metering connection follows the same change-of-name procedure, and the consumer must also apply to change the name on the distributed generation licence (clause 2.13.4). Under NEPRA's Prosumer Regulations 2026, a NEPRA concurrence has replaced the licence for new systems, so ask MEPCO which record needs the new name. What does a MEPCO name change cost?

NEPRA's manual lists one payment for a change of name: the security deposit, updated to today's rate with the deposit already paid adjusted against it (clauses 2.13.1 and 5.2.1). You also buy the Rs 50 stamp paper for the contract.

For a 2 kW urban home, today's deposit is 2 x Rs 1,220 = Rs 2,440. If the deposit on record is lower, you pay the difference; if it already covers Rs 2,440, the update adds nothing. The same load in a rural area works out at 2 x Rs 610 = Rs 1,220, and a 2 kW urban shop at 2 x Rs 1,810 = Rs 3,620. Every category is listed under MEPCO security deposit rates per kW.

Arrears are a separate matter. The manual asks for a last paid bill with no arrears, deferred amount or instalments pending (clause 2.13.2). As a practical step, agree with the seller before the sale is completed on who clears any dues on the connection.

Changing the name after the owner dies

Legal heirs apply for the change of name with a succession certificate granted by a court of competent jurisdiction, and the security deposit is updated the same way as after a sale (clause 2.13.1).

The other documents do not change: the last paid bill with nothing pending, an attested CNIC copy of the applicant and a power supply contract. If the heirs also move the connection to a site in an heir's name, verified from the land revenue record, the change of name is processed together with the shifting (clause 2.12.2).

Can a tenant change the name on a MEPCO bill?

Not as the owner's replacement: the change-of-name route asks for ownership proof, a sale deed or a succession certificate. A tenant has two other options:

The owner can ask MEPCO to disconnect such a connection if the tenant fails to pay the bills for three consecutive months (clause 2.3.3).

Name change or CNIC registration?

They are different records. A change of name transfers the connection to a new consumer, while PITC's CNIC registration portal records the occupant's CNIC and mobile number against the reference number.

The portal at mnr.pitc.com.pk is part of a Ministry of Energy (Power Division) initiative to correct consumer records. After you enter the bill's reference number, it shows the owner's particulars on record and asks the occupant for a name, CNIC and CNIC image, property status, proof such as property papers, a rent agreement or an affidavit, a photo of the bill and a mobile number. The last step is a one-time PIN (OTP) sent to that mobile number. The form itself says it changes the occupant CNIC and, for a change of ownership, sends you to the nearest customer facilitation centre (CFC) or RO office. Frequently asked questions

Can I change the name on my MEPCO bill online?
You can start the request in the MEPCO SMART app, whose Request for Change of Attributes service covers the owner name of an existing connection. Keep the original documents ready, because MEPCO can ask an applicant who did not apply in person to verify them at the office.
Do I need an NOC or approved map for a name change?
No. NEPRA's Consumer Service Manual says no approved map, site plan, layout plan or NOC from a civic agency is needed for a change of name, in any area, unless a court has restricted connections there.
Is changing the name the same as changing the load or tariff?
No. They are separate requests, each with its own clause in NEPRA's manual (2.13 to 2.15), although the standard application form carries a box for each: change of name, extension of load, reduction of load and change of tariff.
Which MEPCO officer approves a name change?
The officer who sanctions connections of your category. For homes, shops and general services connections up to 15 kW, that is the sub-divisional officer or assistant manager (operation); larger loads go to the executive engineer, superintending engineer or chief executive.
