What Is MEPCO? Full Form, Area and Ownership

MEPCO stands for Multan Electric Power Company Limited, the state-owned company that distributes electricity in 13 districts of south Punjab from its headquarters on Khanewal Road, Multan. NEPRA licenses it and approves its tariff, and PITC runs the websites for its bills and complaints. What does MEPCO stand for?
MEPCO stands for Multan Electric Power Company. Its registered name is Multan Electric Power Company Limited, incorporated on 14 May 1998 under the Companies Ordinance, 1984, according to its NEPRA distribution licence.
In NEPRA's terms MEPCO is a DISCO: an entity engaged in the business of distributing electric power under a licence granted by NEPRA. Other distribution companies of the same kind include LESCO (Lahore), IESCO (Islamabad) and FESCO (Faisalabad).
What does MEPCO do?
MEPCO distributes and supplies electricity in its service territory: it runs the local network, gives new connections, reads meters, issues bills and deals with supply complaints.
NEPRA's tariff determination of 7 January 2026 describes MEPCO as a distribution licensee as well as the supplier of last resort. In its 2022 licence renewal case, MEPCO explained the second role to NEPRA: where no other supplier serves consumers in its area, MEPCO does. Its own introduction calls it "Pakistan's largest power distribution company under PEPCO" (Pakistan Electric Power Company) and names its primary mission as a reliable and safe supply of electricity to every consumer in its jurisdiction.
NEPRA first granted MEPCO a distribution licence on 25 April 2002 for 20 years. That term expired on 24 April 2022, and NEPRA issued a new licence, Distribution Licence No. DL/06/2023, on 9 May 2023, valid until 8 May 2043.
Where does MEPCO supply electricity?
MEPCO supplies 13 districts of south Punjab. NEPRA's licensing page describes the area as running from Sahiwal to Sadiqabad, from Bahawalnagar to Bahawalpur, and from Taunsa Sharif to Rajanpur.
The 13 districts named in MEPCO's licence documents and in its news release of 19 May 2025 are Bahawalnagar, Bahawalpur, Dera Ghazi Khan, Khanewal, Layyah, Lodhran, Multan, Muzaffargarh, Pakpattan, Rahim Yar Khan, Rajanpur, Sahiwal and Vehari. The same release put MEPCO's consumers at more than 8.4 million (84 lakh) in May 2025.
MEPCO's introduction describes it as the only distribution company in Pakistan that borders three provinces and connects with five other power companies. By that account, its area reaches Sindh at Sadiqabad, PESCO (Khyber Pakhtunkhwa) at Wahwa and QESCO (Balochistan) at Fort Munro, meets FESCO at Bhakkar and LESCO at Sahiwal, and touches the international border with India near Minchinabad in Bahawalnagar.
MEPCO's nine circles
MEPCO runs this area through nine operation circles, which its introduction calls administrative zones: Multan, Khanewal, Sahiwal, Vehari, Bahawalpur, Bahawalnagar, Rahim Yar Khan, Dera Ghazi Khan and Muzaffargarh. NEPRA's Consumer Service Manual places a Manager or Superintending Engineer over each circle, a Deputy Manager or Executive Engineer over each division, and an Assistant Manager or Sub-Divisional Officer over each sub-division.

Is MEPCO a government company?
Yes. In the Federal Government motion recorded in NEPRA's decision of 11 February 2026, the Ministry of Energy (Power Division) describes the ex-WAPDA distribution companies, MEPCO among them, as owned and controlled by the Federal Government. In legal form MEPCO is a limited company registered under the Companies Ordinance, 1984.
The same motion calls them state-owned distribution companies and explains why they share one price list: the Federal Government may propose a uniform tariff across consumers and regions, and NEPRA is then to determine a uniform tariff for all state-owned distribution companies. That is why a MEPCO home pays the same rates as a LESCO or IESCO home, as the MEPCO tariff and unit rates show. MEPCO has its own Board of Directors and a Chief Executive Officer.
How is MEPCO linked to WAPDA, NEPRA and PITC?
MEPCO grew out of WAPDA, is licensed and regulated by NEPRA, and uses PITC's systems for its online bills and complaints.

MEPCO and WAPDA
At its 2022 licence hearing, MEPCO told NEPRA that it was established in 1998 and incorporated to take over the assets, functions and responsibilities of the then Multan Area Electricity Board of WAPDA. NEPRA still groups MEPCO with LESCO, IESCO, GEPCO and other former WAPDA companies under the label XWDISCOs, short for ex-WAPDA distribution companies.
MEPCO and NEPRA
NEPRA licenses MEPCO under the NEPRA Act, 1997 and approves the tariff it charges: the Consumer Service Manual states that a distribution company may charge only the tariff NEPRA approves. NEPRA determined MEPCO's supply tariff on 7 January 2026 and approved the uniform consumer rates on 11 February 2026, notified as S.R.O. 279(I)/2026. MEPCO's legislation page adds that it complies with NEPRA's performance benchmarks and adheres to the Electricity Act, 1910 to prevent electricity theft. When MEPCO does not resolve a complaint, consumers can complain to NEPRA about MEPCO.
MEPCO and PITC
PITC runs the online services MEPCO customers use most. Its official web bill portal serves 11 distribution companies, and MEPCO's own Online Bill Check link opens the portal's MEPCO page; the MEPCO bill checker on this site opens the same official page. PITC's Customer Complaint Management System (CCMS) takes complaints on 118, by SMS to 8118 and online, and the Complaint Cell link on MEPCO's website leads there. PITC also runs the portals for subsidy registration, CNIC and mobile number registration, and net metering applications.
